In the Qing dynasty, command edicts (chishu) were used to appoint officials to posts outside of the capital, and nominative commands were issued bearing appointees’ names and titles. These commands proclaimed the appointment of officials to the positions, such as governor-general, provincial governor, education commissioner, superintendent of imperial silk manufacturing, provincial military commander, or regional commander. Ji Yun, courtesy name Xiaolan, was a native of Xian County in Zhili, who obtained the rank of Metropolitan Graduate in 1754. Ji Xiaolan was promoted as the chief editor of the Complete Library in Four Sections (Siku Quanshu) for his profound scholarship and completed Siku Quanshu Zongmu Tiyao, the guide to Siku Quanshu.
