After the promulgation of the mandate, the envoy would carry with them an original copy and several duplicates to announce the mandate at the designated locations.  Only the original imperial mandates were to be affixed with the imperial seal. After receiving the mandates, the local governors would duplicate several copies for the subordinating local administrations. This is a duplicated copy made by the viceroy for his subordinate officials after receiving the mandate.
