Draft of Memorial to the Throne from the Office of Scrutiny for War (Bing Ke)

The central government in imperial China had a system of sending envoys around the empire to announce imperial edicts. This was a memorial to the throne from the Office of Scrutiny for War (Bing Ke), asking for permission to receive assistances along the way as the drafter was commissioned to go to Shaanxi province to announce an imperial edict. The system was that once the emperor replied to the memorial with comments in red ink, it will be sent back to the drafter’s office for transcription. One copy (shishu) will be made available for the historiographer (shiguan), and the other (lushu) will be stored in the archive of the drafter’s office. This memorial showcased came from the latter.
