In the Qing dynasty, the military metropolitan examination comprised three sections: cavalry, infantry archery and their combination, and treatise on a given topic. Provincial military graduates from across the empire were eligible test takers. The examination by grace was the result of celebrating Empress Dowager Chongqing’s 80th birthday in the 36th-year of the Qianlong reign. In the 3rd section, the topic for elaboration was “Management is the key to victory.” This was a passage from Wu Qi’s military treatise Wu Zi: “What is the key to a military?” asked the Marquess Wu of Wei, “Management is the key to victory,” replied Wu Qi.
