Routine Memorial (Tiben) from the Ministry of War

As in the Ming, central and local officials in the Qing used the tiben to submit reports concerning administrative activities. Attached at the end of most tiben was a slip of paper called tiehuang, which summarized the contents. Each tiben was presented to the emperor for endorsement with proposals written by the Grand Secretariat, and then hand down to officials to carry out.
