Command Edict Prohibiting the Launching of Boats in the Sea
After the breakdown of negotiations with Zheng Chenggong (Koxinga), the Qing court issued this command edict to announce that merchants and citizens were strictly prohibited from going out to the sea without first obtaining official permission. Furthermore, citizens exposed by others as guilty of trading foods or goods with Koxinga’s army would be sentenced to capital punishment regardless of social rank.
