Apprentice Exam Quota Establish Request in Yili Submitted by Songyun
Military Governor Songyun (1752–1835) of Yili submitted a request to establish the apprentice exam quota of Yili, which was rebuked by imperial decree: “Being located on the frontier, Yili must prioritize military preparations and border defense. If allowed to specialize in Han learning, military skill and bravery would certainly become out of practice.” In short, Songyun as the local general was to focus on military preparedness.
