Communication from Ministry of Justice on the Investigation of the Provincial Administration Commission Official Engaged in Fraud
In 1807 during the Jiaqing reign, the Henan provincial governor reported that he had received an anonymous petition accusing Wu Yixian of the provincial administration commission of engaging in fraud, with three sealed blank blamk sealed covers submitted as evidence. The ensuing investigation, however, which covered each step of the exam process, did not discover any malpractice. In addition, the suspect leaking blank sealed covers remain to be hunted down.
