According to the Qing code, guards who delivered official documents through military posts required permits issued by the Ministry of War. These permits were printed by woodblocks and written in both Manchu and Chinese. In the case that official documents required escort, the Ministry of War would grant piao tags, and local posts would dispatch soldiers accordingly.
