Personal Memorial (Zouben) from the Academician of Grand Secretariat
As in the Ming, central and local officials in the Qing used zouben to submit reports concerning private matters. Attached at the end of most zouben was a slip of paper called tiehuang, which summarized the contents. Each zouben was presented to the emperor for endorsement with proposals written by the Grand Secretariat, and then hand down to officials to carry out.
